History


The history of Maritime Education in Mexico is extensive and rich in tradition. Its origins can be traced back to 1880 when the 'Marine School for the Commerce Navy' was founded in Mazatlan, Sinaloa. This institution, now known as 'Cap. Alt. Antonio Gómez Maqueo,' changed the location of its original facilities and is on the brink of celebrating the 143rd anniversary of its foundation. In 1919, the 'Commerce and Marine School of Veracruz' was inaugurated in the city and port of Veracruz. Similar to the Mazatlan campus, it changed the location of its original facilities and currently bears the name of its founder, 'Cap. Alt. Fernando Siliceo y Torres.' This campus, with a rich tradition, commemorates 104 years of its foundation this year.

Mission


The Maritime and Port University of Mexico (UMPM) has the mission of providing specialized education, competency evaluation and certification, as well as inspection services under standards of excellence. These services comply with the applicable legal framework and respond in a timely manner to the diverse needs of the national and international maritime and port sector.

Professional Profile

Naval Mechanical Engineer Victor Pineda Hernandez, Master of Law, has experience on board vessels, holding positions such as Naval Mechanic Engineer, Ship Safety Officer, Shipowner inspector, and Barge Engineer Assistant, as well as Manager and Engineer in the industrial automation area at PEMEX refineries.

His legal knowledge has allowed him to have a better understanding and interpretation of the current laws regulating the maritime environment, as well as the management of International Maritime Organization (IMO) codes for the regulation of vessels such as STCW, SOLAS, ISM, ISPS, MODU.

He has developed and instructed courses related to technical, operational, and maintenance topics, workplace safety, and administrative-legal topics both on the Training Ship "Náuticas México" and at the Nautical School "Cap. Alt. Fernando Siliceo y Torres," where he also served as Deputy Head of the Training department. He has completed the courses for instructor training 217 and 301 from CONOCER, as well as OMI's 6.09.

His experience and knowledge in the maritime-port and academic sectors provided him with the necessary profile to face the assignment of Admiral Secretary of the Mexican Navy, José Rafael Ojeda Durán, in the transformation process of the recently created Maritime and Port University of Mexico.
