Our University

The history of Nautical Education in Mexico is extensive and has great richness and tradition. Among the earliest high-level initiatives, we can highlight the Presidential Disposition to establish the first Nautical School for the Merchant Marine on Isla del Carmen, Campeche, in the year 1822. This initiative served as the precedent that gave rise to the recognition of the importance of these studies in the country.

Background

By 1880, the "Nautical School for the Merchant Marine" was established in Mazatlán, Sinaloa, initiating activities with fifteen students. Currently, it is named "Captain Antonio Gómez Maqueo."


Subsequently, in 1919, the "School of Commerce and Nautical Studies of Veracruz" was inaugurated in the city and port of Veracruz, Veracruz, with an enrollment of 36 students. Similar to the school in Mazatlán, it was relocated and currently bears the name of its founder, "Captain Fernando Siliceo y Torres."


In 1945, the "Merchant Nautical School of Tampico" was founded in Tampico, Tamaulipas, now known as "Captain Luis Gonzaga Priego González," in honor of its main promoter and founder, with an enrollment of fifteen students.


Creation of the Trust

During this period and until the year 1971, the Nautical Schools operated with multiple economic challenges, preventing them from expanding their infrastructure and educational offerings more extensively. As a result, in 1972, at the initiative of the Federal Government, the Trust for the Restructuring and Operation of Nautical Schools in Mazatlán, Tampico, and Veracruz was established. The objective was to renovate the infrastructure and normalize the teaching system across the three campuses.

Action Lines

As the first line of action, the Trust undertakes the necessary procedures for the acquisition of the Training Ship 'Primero de Junio' with the aim of enhancing the practical, academic, and professional level of future officers in the Merchant Marine.


Additionally, it initiates the modernization of the facilities and implements the Boarding System for the three schools to promote academic work, personal development, and familiarize the students with the routine on board vessels.


First Amending Agreement

The Trust's contract was modified and updated by the agreement signed by President José López Portillo in Mexico on December 12, 1980. As a result, its corporate name was changed to the 'Education and Training for the National Merchant Marine Trust.' Its primary function is the education, updating, and training of personnel within the Mexican Merchant Marine. The activities it undertakes are divided into three main areas: education, updating, and training.


Second Training Ship

In 1981, the Training Ship 'Primero de Junio' reached the end of its useful life, and the construction of the Training Ship 'Náuticas México' was commissioned. This ship was specially built to fulfill the teaching functions for students of Nautical Schools and complement their training, aiming to address the shortage of officers. It notably achieved its objective until 2005 when it ceased operations.


Nautical Training Center

In 2002, the 'Nautical Training Center of Ciudad del Carmen' was established, which changed its location and was reopened in 2006 as the 'Nautical Education Center of Campeche,' in Ciudad del Carmen, Campeche


Maritime and Port University

On August 8, 2022, Admiral Jose Rafael Ojeda Durán, Secretary of the Mexican Navy, promotes and signs the second amending agreement to the trust contract, reaffirming the commitment to the training and education of the National Merchant Marine. From this date on, it will be named the "MARITIME AND PORT UNIVERSITY OF MEXICO TRUST"

The Maritime and Port University of Mexico has the mission of providing specialized educational services, competency certification, assessment services, and inspection services under standards of excellence. These services comply with the applicable legal framework and respond promptly to the diverse needs of the National and International Maritime and Port Sector.

Professional Profile

Naval Mechanical Engineer Victor Pineda Hernandez, Master of Law, has experience on board vessels, holding positions such as Naval Mechanic Engineer, Ship Safety Officer, Shipowner inspector, and Barge Engineer Assistant, as well as Manager and Engineer in the industrial automation area at PEMEX refineries

His legal knowledge has allowed him to have a better understanding and interpretation of the current laws regulating the maritime environment, as well as the management of International Maritime Organization (IMO) codes for the regulation of vessels such as STCW, SOLAS, ISM, ISPS, MODU.

He has developed and instructed courses related to technical, operational, and maintenance topics, workplace safety, and administrative-legal topics both on the Training Ship "Náuticas México" and at the Nautical School "Cap. Alt. Fernando Siliceo y Torres," where he also served as Deputy Head of the Training department. He has completed the courses for instructor training 217 and 301 from CONOCER, as well as OMI's 6.09.

His experience and knowledge in the maritime-port and academic sectors provided him with the necessary profile to face the assignment of Admiral Secretary of the Mexican Navy, José Rafael Ojeda Durán, in the transformation process of the recently created Maritime and Port University of Mexico.
