In order to comply with this constitutional mandate, the Mexican government established the Trust for Training and Development for the Personnel of the National Merchant Marine (FIDENA) in September 1972. FIDENA coordinates three merchant nautical schools in the ports of Mazatlán, Tampico, Veracruz, and a Nautical Education Center in Campeche.
