Deck Officer Undergraduate Program

The maritime and port education requires a strong impulse to produce the professionals that the merchant marine currently needs and will need in the future through comprehensive training, in order to consolidate the achievement of goals entrusted by the Government, the Navy Ministry, and the General Coordination of Ports and Merchant Marine. The Maritime and Port University of Mexico has developed the General Academic Plan, based on the Priority Strategies and Specific Actions of the Institutional Program of the UMPM. As a result of the transfer of educational responsibilities from the Ministry of Communications and Transport (SCT) to the Navy Ministry (SEMAR) (published in the Official Gazette of the Federation: 07/12/2020, Transitory Article, Fourth Clause), within the framework of the National Development Plan 2020-2024. Therefore, one of these specific actions involves strengthening the undergraduate programs. For this reason, various diagnostic and curricular analysis activities were undertaken to review and update the current 2022 curriculum for the Bachelor's Degree in Deck Officer .
The Deck Officer is the maritime professional with sufficient training and competencies in terms of skills, knowledge, and values required to manage, operate, and perform maneuvers during navigation on board a ship.. Additionally, they contribute to the protection of human life at sea, property, and the environment.

In the2022 curriculum, knowledge, formative identity traditions, and various strengths acquired during the academic experience of this community have been recovered, with the purpose of maintaining and consolidating practices, values, and actions that have yielded satisfactory results in the training of merchant mariners. Also, some adjustments in form and content, as well as academic recommendations, have been incorporated to promote a more comprehensive education.
To train competent professionals with an expert perception that allows them to navigate a vessel with competence,adherence to maritime legislation, and under international standards. They should be capable of exercising leadership and crew governance to safeguard the integrity of human lives, the vessel, and the cargo. This should be done with a responsible attitude and commitment to their profession, being knowledgeable about and promoting environmental care for the preservation of the natural resources that nature provides us.

Specific Objectives:

Acquire the necessary competencies to navigate a vessel, performing planning, surveillance, control, and resource management tasks associated with their responsibility.

Carry out maneuvers associated with the transportation of cargo and passengers, activities in the fishing and petrochemical industries, and all those involving their vessel, through specific training and professionalization events.

Receive training to operate electronic equipment, digital resources, and various instruments that current technology provides to enhance and make navigation safer.

Master the procedures obligations, and safety requirements on a ship to safeguard the lives of the crew and passengers, in order to provide them with on-board assistance and first aid.

Understand regulations and ecological actions to reduce or prevent pollution and incidents that may cause environmental damage.

Learn to conduct leadership and personnel management, promoting discipline, teamwork, and the demonstration of attitudes and values to contribute to the control of the vessel, ensuring its proper operation.
The applicant for the undergraduate course in Deck Officer must possess a general academic background resulting from their education at the upper secondary education level,preferably in the Physical/Mathematics area. They should demonstrate an interest in the maritime sector and culture, along with an affinity for order, collaborative work, they must meet the admission requirements publishedfor the nautical schools of Mazatlán, Tampico, and Veracruz.

The graduates from the program will be able to apply their academic training in disciplines associated with maritime knowledge and navigation, as well as the skills acquired through professional development courses and international agreements of the IMO. They can join as Bridge Officers on board Merchant Marine vessels or offer their services as managers in port facilities, as Maritime Authorities, and as instructors in the National Nautical Education System..

The curriculum of the Deck Officer undergraduate degree is taught at the Merchant Nautical Schools in Mazatlán, Tampico, and Veracruz under the boarding system.

Among the core competencies that students in this degree program must acquire are those established in theInternational Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW), this convention is coordinated by the International Maritime Organization(IMO) and sets standards for the training, certification, and monitoring of crew members. Therefore, the organization and content of the subjects in this curriculum aim to prepare students within this set of competencies for efficient professional performance.

The duration of the degree is four years, divided into eight semesters,which include both professional development courses and courses according to the international standards of the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) of the International Maritime Organization (IMO).

As a result of the review and update for horizontal and vertical coherence among subjects, three groups of curricular spaces and four training axes were clearly identified in this curriculum:
